A Rigorous Risk Assessment Framework

Critical Actions is a safeguarding training and development framework designed to support professionals in identifying, analysing, and responding to risk more effectively. Sponsored by Sparks Fostering, the framework was developed following the serious case review into the tragic death of Sara Sharif, with the aim of addressing the recurring patterns, missed opportunities, and systemic failings consistently identified across safeguarding reviews.

The Critical Actions Framework provides professionals with a structured and practical approach to assessment, analysis, intervention, and oversight. It highlights the essential indicators, risk factors, and professional actions that are too often overlooked within safeguarding practice, helping practitioners strengthen decision-making and improve outcomes for vulnerable children and families.

Grounded in real case learning and reflective practice, the training encourages professionals to move beyond surface-level assessments and develop a deeper understanding of lived experience, triangulation, repeated themes, professional curiosity, agency accountability, and capacity for change.

Critical Action is committed to improving safeguarding practice through education, awareness, and actionable frameworks that equip professionals with the tools and confidence to recognise risk earlier, ask more effective questions, and reduce the likelihood of critical signs being missed again.
